How we measured market toughness
We analysed every published agency in our directory and grouped them by county or nation. For each region with at least 10 listed agencies, we calculated three numbers:
- Top agency reviews: the Google review count of the number one agency in that county.
- Average top 10 reviews: the mean review count across the ten most reviewed agencies. This is our primary toughness score because it reflects market depth, not just one outlier.
- Top 30 entry bar: the review count needed to hold the 30th spot in that county directory.
Counties are ranked below by average top 10 review count. Higher means more client volume across the leading agencies, which usually signals a tougher market to stand out in. Full ranking rules are on our methodology page.

What the data shows
Greater London tops the list on average top 10 review depth, even though West Sussex has the single highest review count nationally (OSAM Websites at 1,110 reviews). London's market is broad: multiple agencies with 200+ reviews, which makes the top 10 harder to crack overall.
Lancashire, Surrey and West Yorkshire all sit in the upper tier too. These are large population centres with long established agencies, strong review histories and enough client volume to keep ratings honest.
Northern Ireland punches above its size. ProfileTree alone carries nearly 500 reviews, and the regional top 10 averages over 100 reviews each. If you are hiring in Belfast or beyond, you are choosing from a market that has been tested at scale.
